Oxagon, initially referred to as Neom Industrial City, is envisioned as a floating industrial hub shaped like an octagon. It is planned to be situated roughly 25 kilometres (16 mi) kilometers (16 miles) north of Duba and will span an estimated area of 200 to 250 square kilometers (77 to 97 sq mi), with around 40 square kilometers (15 sq mi) designated as the main urban area.[2] The development will center on advanced manufacturing, industrial innovation, and research, and it integrates the existing Duba port—now renamed the Port of Neom. Key infrastructure components include a desalination facility, a hydrogen production plant, and a marine research institute. Additionally, Oxagon will serve as the base for Tonomus (formerly NEOM Tech & Digital Company), NEOM’s first spinoff focused on cognitive technologies.[3][4]
On December 16, 2022, Saudi Arabia's Ministry of Industry and Mineral Resources, the Saudi Authority for Industrial Cities and Technology Zones and Neom signed a memorandum of understanding to facilitate collaboration and legislation in support of Neom's Future Factories Program.[5]
Partnerships
McLaren
In 2022, the partnership between NEOM and McLaren extended beyond motorsport sponsorship, reflecting a shared commitment to high performance, innovation, and the development of future talent. It is worth noting that since the launch of the "Oxagon McLaren Accelerator" in 2023, a 12-week international program, two successful cohorts of startups from around the world have completed the program, designed to accelerate the development of advanced technologies and solutions capable of advancing various industries. The program has already led to pilot projects within NEOM in areas ranging from autonomous mobility to smart logistics and supply chain innovation, and has enabled commercial opportunities across the Kingdom. In 2024, four of the seven companies were selected to pilot their technologies at NEOM Port in the areas of port safety and occupational health solutions, employee and worker well-being, automated container handling, predictive maintenance, and automated inspections.[6]
Datavolt
In February 2025, NEOM signed a partnership agreement with Datavolt, a Saudi company specializing in investing, developing, and operating data centers worldwide, to design a massive artificial intelligence factory that will serve as a biocenter. Under the agreement, the project will be implemented in Oxagon, NEOM's clean and advanced industries city, in phases. The first phase will see an initial investment of $5 billion, which is expected to be operational by 2028. The data center will include an integrated system for high-density computing and energy-efficient infrastructure, supporting Oxagon's ambitions to address global challenges related to NEOM and Datavolt launch a sustainable AI project in Oxagon with a $5 billion investment.
