Liu Xiaotao (Chinese: 刘小涛; born July 1970) is a Chinese politician currently serving as the Chinese Communist Party Deputy Committee Secretary of Jiangsu Province, Chinese CCP Secretary of Suzhou, First Secretary of the CCP Committee of the Suzhou Military Subdistrict, Director of the Suzhou Municipal Science and Technology Committee, and Director of the Municipal Financial Committee.[1]
Biography
Guangdong
Liu Xiaotao was born in Xingning, Guangdong, in July 1970. He studied labor economics at the School of Labor and Human Resources of Renmin University of China from 1988 to 1992. He joined the Chinese Communist Party (CCP) in December 1991 and began his career in July 1992 at the Guangdong Provincial Labor Department. From 1992 to 2000, Liu held various posts within the Guangdong labor system, rising from staff member to principal staff member in the Wage and Benefits Division. Between 1997 and 2000, he pursued in-service graduate studies in political economy at the Guangdong Academy of Social Sciences and obtained a master's degree in economics.[2]
Between 2000 and 2005, Liu served as deputy director of the Office and later Director of the Division of Socialized Management Services for Enterprise Retirees in the Guangdong Provincial Labor and Social Security Department. In 2005, he was appointed Director of the General Office of the department. In 2008, Liu began serving as deputy director and Party Leadership Group Member of the Guangdong Provincial Local Taxation Bureau. From 2012 to 2016, he successively served as Standing Committee Member of the CCP Maoming Municipal Committee and Vice Mayor, then as District Party Secretary of Dianbai. In April 2016, Liu was appointed Deputy Party Secretary and Acting Mayor of Shantou, becoming Mayor in January 2017.[3] He was later promoted to Party Secretary of Chaozhou and concurrently served as Director of the Standing Committee of the Municipal People's Congress.[4] In May 2019, Liu became Secretary-General of the Guangdong Provincial People's Government and Director of the General Office.[5]
Zhejiang
In March 2020, he was transferred to Zhejiang Province, where he was appointed Vice Governor and later promoted to Member of the Standing Committee of the Zhejiang Provincial Committee of the Chinese Communist Party and Party Secretary of Wenzhou in August 2021.[6] He also held the position of First Secretary of the Wenzhou Military Subdistrict Party Committee starting December 2022.[7]
Jiangsu
In October 2023, Liu was transferred to Jiangsu Province,[2] becoming a Standing Committee Member of the Jiangsu Provincial Committee of the Chinese Communist Party and Party Secretary of Suzhou.[8] In May 2025, he was promoted to Deputy Party Secretary of Jiangsu Province while continuing his leadership in Suzhou.[9][8]
