Leonid Mikhailovich Kolomiets (born October 20, 1969, in the city of Zhashkiv, Cherkasy Oblast, Ukrainian SSR, USSR) is a Soviet and Russian figure in the internal affairs bodies, Major General of Police, a specialist in the field of law enforcement and combating crime. He was the Head of the Department of the Ministry of Internal Affairs of Russia for the Omsk Oblast in 2017–2019. From 2019 to 2023, he headed the Department of the Ministry of Internal Affairs of Russia for the Tyumen Oblast.[1][2]
Career
- 1990: Began service in the internal affairs bodies as a police officer and canine handler in the patrol and guard service of the Khimki Department of Internal Affairs in the city of Moscow.[3]
- August 1997 — December 2008: Worked in the Skhodnya city police department of the Internal Affairs Directorate of the Khimki district of the Moscow Oblast, rising to the head of the unit.[2]
- 2001: Graduated from the Moscow State Institute of Culture (specialty — management in the social sphere, qualification — manager).[4]
- December 2008: Deputy Head of the Department for Combating Economic Crimes of the Internal Affairs Directorate for the Astrakhan Oblast.[3]
- August 2009: Head of the Department for Combating Economic Crimes of the Internal Affairs Directorate for the Astrakhan Oblast.[3]
- 2011: Deputy Chief of Police for Operational Work in the Department of the Ministry of Internal Affairs of Russia for the Astrakhan Oblast.[2]
- November 2013: Deputy Head of the Department of the Ministry of Internal Affairs of Russia for the Astrakhan Oblast — Chief of Police.[3]
- 2014: Graduated from the International Law Institute (law, qualification — lawyer).[3]
- December 2016 — December 2019: Head of the Department of the Ministry of Internal Affairs of Russia for the Omsk Oblast (approved for the position on December 28, 2016, the Minister of Internal Affairs of Russia Vladimir Kolokoltsev personally introduced the new head of the department to the staff).[5][4]
- February 2018: Awarded the special rank of Major General of Police.[6]
- December 2019: Appointed Head of the Department of the Ministry of Internal Affairs of Russia for the Tyumen Oblast.[7]
- December 2023: Resigned from the post of Head of the Department of the Ministry of Internal Affairs of Russia for the Tyumen Oblast (Official version of the resignation – health condition).[8]

Public opinion
Public opinion about Leonid Kolomiets is divided: on the one hand, he has been credited with maintaining order and successful crisis negotiations, while on the other hand, he has been criticized for forming a "family" team, abusing his authority, and for a lack of transparency in personnel decisions. Recent scandals involving conflicts of interest, management violations, and a declaration of incomplete official compliance have somewhat undermined his authority as the head of the regional internal affairs bodies.[9][10][11][12][13]
