Provisions
Gambling companies based outside the United Kingdom but operating gambling services or advertising gambling services within the UK are required to be licensed by the Gambling Commission.[2][3] The legislation marked a shift to taxing gambling based on the location of the consumer rather than where the company's servers were based.[4]
Reception
The legislation was supported by Matt Hancock, a Conservative backbencher whose constituency includes Newmarket a major component of the British horseracing industry.[4]
The legislation was heavily criticised by the Gibraltar Betting and Gaming Association and Gibraltar Gambling Commissioner, Philip Brear.[5][6]
